Introduction
Naval Base Coronado is composed of several Naval installations in the San Diego area. The Study Area are properties under this cooperative agreement include Naval Air Station North Island (NASNI), Naval Amphibious Base (NAB) Coronado, the Silver Strand Training Complex (SSTC) (which includes all training areas on the Silver Strand and the area formerly known as the Naval Radio Receiving Facility [NRRF]), and Naval Outlying Landing Field Imperial Beach (NOLF IB). Because of its coastal location and low level of disturbance relative to similarly situated non-Federal property, the Study Area supports a disproportionate number of federally listed and other sensitive flora and fauna, including the California least tern (Sterna antillarum browni), western snowy plover (Charadrius alexandrinus nivosus), salt marsh bird’s beak (Cordylanthus maritimus ssp. maritimus) and Nuttall’s lotus (Lotus nuttallianus).
Project Objectives
- 5-year review is to evaluate whether the federally endangered plant species’ status has changed since it was listed
- Use the data to recommend whether the species should be removed from the list of endangered and threatened species, be changed in status from endangered to threatened, or be changed in status from threatened to endangered.
Project Summary
- Implement status surveys for five rare plant species occurring in Project Area.
- Conduct focused surveys for Brand’s phacelia and salt marsh bird’s beak over all potential habitat in Project Area to identify any populations that have not been previously identified.
- Ensure coordination with the Commander Navy Region Southwest (CNRSW) regarding western snowy plover (plover) and California least tern (tern) management program so that activities performed under this agreement complement CNRSW’s management strategies for the federally listed plover and tern.
